To start with, the three basic requirements of measuring correctly are the following:
  
1.
The quantity to be measured must be defined unambiguously

   
   
Example: Measuring task: distance of two parallel surfaces
2. 
The unit must be agreed upon or established by a convention. 

   
   
Example: inch or millimeter?
3.
The measuring method must be unambiguous.

Example: Best fit algorithm (Gauss) or circumscribed circle method?
